This project was an easy thing to do, because I was said that it was a project without almost any funding, so we decided to use an already made template for Typo3. All what I could do was just to adjust the styling a little bit by using the official fonts of the government, their corporate identity, design some icons for them and then choose the pictures. It took me a half-day.
